Rust takes time to form and it looks like this chain has been exposed to the element's for some time doing its job, holding this sign up. Now we see that it need's a good cleaning and coat of paint. Our soul that is in need of tender care because it been neglected for such a long time is in need of our attention to. That's where Jesus come's  in if we let Him, to set us free of the chains of sin that have us bound down.
